Division in the Court over Schley Findings in Navy Inquiry

The court of inquiry into Rear Admiral Schley's conduct in the Santiago campaign issued two reports signed by Admiral Dewey. Benham and Ramsey formed the majority condemning Schley on eleven points while Dewey endorsed a minority view that he was the sole commander on July 8, 1898. The secretary of the navy will likely amend his signature to approve the record.

He notes the blockade of Cienfuegos and Santiago were effective and credits Schley with command during the attempted Spanish escape.
