The tentative budget for the district shows a ten mill decrease for property owners while expenditures rise about 4 percent. State aid increases offset the higher costs, leading to a millage reduction if the plan is formally adopted by the board after this week’s meeting and tentative approval.
Johnson County officials will begin a formal inquiry into alleged police brutality by Iowa City officers. The probe follows an affidavit from a former officer brought to the county attorney’s attention. The date and contents remain undisclosed. Separately, an informal review targets a report that 36 year old Victor Thurn was kicked multiple times after an intoxication arrest.
The Senate voted 52 to 42 against cloture on President Nixon's nominee William H. Rehnquist to the Supreme Court. A second bid to impose a gag rule is planned for Saturday as Republican leader Hugh Scott expects the two-thirds vote to be achieved.
A storm system drew moisture from the Gulf of Mexico and dumped up to six inches of rain in six hours across the central United States. Oklahoma Missouri and Arkansas bore the brunt with eastern Oklahoma highways submerged and rainfall totals exceeding 11 inches at Bear Mountain and nearly 11 inches at Valliant near the Arkansas line.
A Washington County Grand Jury indicted Gene P. Waddell of Blue Grass for grand larceny in receiving stolen property from Arco Chemical in Fremont. The April 7 1971 theft involved tires and chemicals valued at about 20000 dollars. Co defendant Robert L. Morris faces a similar charge though not named in the indictment. Morris missed arraignment on November 23 and risks forfeiture of a 1500 dollar bond unless he appears at a December 13 hearing before Judge L R Carson.
Washington resident Mrs. Jean White said a telemarketing rep offered a cookbook and a year’s subscription to six national magazines for 60 cents but then asserted a weekly 60 cent charge. She questioned the offer, hung up, and no sheriff’s complaints were found.
Senator Jack Miller of Kolowa pressed for a government explanation after reports showed 10 million bushels of corn had been shipped to the Soviet Union with five million from Argentina. He demanded assurances that future shipments arrive from the United States while dock strikes recur, amid government export plans allowing private sellers to use non U.S. grain if strikes halt movement.
Indian government spokesmen said helicopters and river boats ferried thousands of troops across the Meghna toward Dacca. Officials expect Dacca’s capture early next week with East Pakistan under rapid, multi-pronged assault toward the capital.
Congressional leaders resolved a deadlock on the end the war issue, agreeing to allow a Senate vote on a Mansfield amendment demanding total U.S. troop withdrawal within six months, contingent on POW releases. The deal also permits a continuing resolution to fund foreign aid at current levels until early March.
A special grand jury indicted eight people including two Johnson County supervisors and four major contractors on one count each for giving or receiving gifts and gratuities. The charges cover 1969 to 1971 and allege influence to steer county purchases for heavy equipment and services in secondary road construction. The eight include Ralph Prybil Edward Kessler Clayton Mahoney Harvey Luther Isaac Shaver Lloyd Pelling Jr A J Murphy Sr and Chester Hansen.
Pakistan accepted the General Assembly cease-fire and troop withdrawal call while India refused to comply. Diplomats expect possible transfer back to the Security Council where Moscow previously vetoed similar measures. Bhutto and Kaul arrived in New York as talks loom over U N observers and a potential rush to end the fighting.
Rain ends early in the east with a brief switch to snow in the northeast. Partial clearing occurs in the west with colder air, lows in the teens to near 30. Saturday brings partly cloudy skies and cooler temperatures with highs from the 20s in the north to the 30s in the south.
The Washington Jazz Band earned high praise from clinician Ron Modell of Northern Illinois University at the Pleasant Valley Stage Band Festival joining Clinton Keokuk Muscatine North Scott West Branch Mt Vernon Pleasant Valley and Bettendorf bands. Drummer John Kessell and lead trumpeter Mike Tschantz were highlighted as outstanding performers. Modell suggested the band consider the Oaklawn Jazz Festival in Chicago.
In Memphis nine police and deputies faced charges from murder to neglect of duty after Elton Hayes, 17, died following a police chase. The biracial jury indicted four for first degree murder and four city officers for assault to commit murder amid rioting and unrest.
North and South Vietnamese troops clash near Dambe as U S helicopters are shot down. In the Mekong Delta two Americans die and seven wounded after Viet Cong fire on medevac helicopters. Saigon reports 167 North Vietnamese killed in three days. US Chinook evacuations pull 100 wounded paratroopers from the battlefield.
The Senate and House approved a 1.6 billion three year plan to fight cancer under the National Cancer Institute. The measure emphasizes research and early detection of oral cervical and breast cancer with 15 research centers for patient treatment and ongoing NIH oversight.
