DES MOINES Dec. 9 01 The state public safety department said it has 30 silent detectives monitoring serious traffic violations. Since September 80 department employees have obtained license numbers of cars violating laws and sent letters to owners with details of the observed incidents. Observers file form reports listing violations such as failure to stop for signs or school buses illegal passing on curves hills or yellow lines excessive speed and caravans of trucks within 80 feet.
