UPI reports Senator George McGovern scrapped his $1000 per person grant idea and proposed a liberalized welfare program for families above the poverty line that guarantees $4000 a year to a four person unit with no income and no worker. He linked the package to closing $22 billion in tax loopholes, including capital gains reform, and argued it would not raise taxes on workers. He also urged $3 billion in Social Security liberalization to extend job opportunities for those able to work.
