Russia announces a national representative assembly to consult the people in legislation. Kermit Roosevelt, son of President Roosevelt, left Oyster Bay for Deadwood to visit Captain Seth Bullock superintendent of the Black Hills forest reserve. He travels alone and will join Captain Bullock for two or three weeks on a hunting expedition.
Dr. John Guiteras, famed yellow fever expert, arrives in New Orleans to aid disease stamping out efforts. Born January 4, 1852 in Matanzas Cuba, he previously accompanied Dr. Sternberg to Charleston and has worked through multiple epidemics since the Jacksonville outbreak.
At the National Negro Business League convention S Laing Williams of Chicago praised the courage of negro laborers in the Chicago teamsters strike showing 700 of 6,000 strike breakers were black. John Wanamaker urged business unity and Booker T. Washington was elected league president with Emmet J. Scott as secretary.

Dublin August 19 reports Florence Croker returns from Aixles Bains without Count Louis San Martino, her elopement partner. The groom’s location is unknown and she will not speak to reporters, per her father’s orders.
Cincinnati dispatch notes the death of Mrs Anne Woodall in Newport Kentucky aged 95. She was born in England and witnessed early steam rail travel and the coronation of Queen Victoria. A second item reports a heavy storm near La Crosse disarranging Chicago lines and washing out tracks north of La Crosse Wisconsin.
A governor of German East Africa dispatch reports native sources say a Roman Catholic bishop named Spies along with two missionary brothers and two sisters were killed while traveling from Kilwa to Liwale.
Toronto reporters note the eight hour day committee proposal has been adopted by the Typographical union. The plan calls for an eight hour work day starting January 1 next year and is expected to trigger a large strike.

Two explosive devices were sent to prominent New Yorkers in New York on August 19. Jacob Schiff, tied to Kuhn, Loeb & Co., received a deadly box marked from Edward VII, while Guggenheim’s Sons received a similar device. Both were designed to explode via concealed fuses and powerful charges.
