A late morning cloud burst in the west end of Wittsburg caused Sawmill Run to overflow, flooding Violet alley area and carrying away a porch with people. Several missing, believed drowned, while heroic rescues saved others.
Washington reports the war department released General Merritt’s dispatches detailing Manila’s fall and the terms of capitulation. Officials question whether authority extends beyond Manila city and harbor, given claims the entire archipelago capitulated. some doubt remains awaiting fuller official guidance. Sir Julian Pauncefote sent British congratulations on the peace preliminaries.
Adjutant General Corbin ordered the Second New York to move from Fernandina to Troy to camp with equipment but without wagon transport. The Second Maine will move from Chickamauga to Augusta, the First Illinois cavalry from Chickamauga to Springfield, and the Twenty third Kansas to Santiago de Cuba to join General Lawton. The Twenty third Kansas, a colored regiment, may join the permanent garrison at Santiago. other regiments likely to be mustered out. The shifts aim to keep troops in home camps to lessen illness and save costs, with further home-state camps expected.
Havana reports Captain General Blanco raises censorship on cables and transit. Military authorities ordered to free all prisoners who previously submitted, subject to review by judges and the high tribunals. Dispatches note empty carts leaving Artemisa for Cayajabos with troops and heliographic materials. Montserrat carries 600 sick soldiers and documents. General Ceballos and officers sail from Matanzas to Spain.
Pedro Dias, the Cuban chief, reports documents indicating the United States has signed peace preliminaries and urges insurgents to avoid towns and refrain from firing on Spanish forces. Spanish officials order withdrawal from sinal positions in Pinar del Rio, regrouping at Artemisa Guanajay and Candelaria.
Private Alonzo Andrews of Indiana’s 160th regiment was killed by Sam Hall a saloonkeeper in Bloodfield a negro settlement under martial law. Private Jacob Altmire was wounded in the left foot. Hall was arrested and sheltered for safety as provost guards patrol the town. The event sparked fears of a breakout attempted in Camp Grant with a skirmish noted to deter the company.
Dispatches describe outrages inside Spanish lines with a confirmed massacre at Clales where natives sheltered in a cathedral belfry and were killed. Army health improves as typhoid wanes and sanitation cuts sickness. 440 hospital cases from a 15 000 command. Troops are revaccinated.
The department weighs mustering out volunteers by orders as most wish to remain. In New York Camp Wikoff reports no fever rise with seven cases and about 300 total in hospitals. General Young grants thirty days furlough on request. Marines from Camp McCalla sail toward home aboard the U S S Resolute. Fifty six ill Iowa soldiers move toward home from Chickamauga under Red Cross care.
In Bloomer a knife duel between Jack Argo and John Benford over Miss May Ellis left both men dead before a cheering crowd. Ellis begged them to stop as the fight erupted in the town street. Separately in Philadelphia a building scaffold collapsed killing two workers, Albert Green and Thomas Lyen, and injuring four.
J C Davidson of Soldiers Grove won the Republican nomination for state treasurer after a lively five-candidate contest. The convention approved the party platform and adjourned with Davidson pledging support to the ticket alongside La Follette.
