Polk county sues to recover money paid to former relief recipients. Carl B. Parks, county welfare board attorney, plans additional suits to collect payments from those now able to repay. He cites a psychological effect to deter reliance on relief.
Reports from Moscow claim the third German offensive was smashed with 29 Nazi divisions routed. Berlin says Krivoi Rog and Odessa were occupied or encircled as German forces push toward the Dnieper. London notes a Japan export ban effective Aug 15 and license restrictions. Moscow denies encirclement of Odessa and says German advances halted, while warning the myth of German invincibility is shattered.
A coalition of over 100 fire and casualty insurers, tied to the Farm Underwriters Association in Chicago, announces 64 scholarships totaling 10 000 dollars for Iowa and other states. Awards range from 100 to 250 dollars annually, aimed at deserving 4 H clubs Future Farmers of America and rural Boy Scout youths who cannot afford college.
Mrs Cecil Johnson of Scott County denies reports that a farm hand barricaded himself in the hayloft and threatened to shoot. She says the hired man Sam Tomisch, 50, left the property, returned to sleep in the barn, then departed again with no violence.

The Senate today completed congressional action on the military service extension bill and sent it to the White House. It authorizes President Roosevelt to hold all men in the army selectees and others in service for 18 months beyond their original terms. The Senate adopted a 26 to 19 vote to accept minor House amendments, declaring the national interest imperiled, avoiding further House action. The bill lifts the 900,000 cap on the number of men who may be conscripted for training and service at any one time.
A Friday evening program titled The Lost Axe Head and Its Recovery will be presented this evening at 8 o'clock. The session promises a focused discussion on the tale and its lessons.
A light check event will be held Tuesday evening August 19 in Washington to inspect automobile lights. D. O. Braden of the Iowa state highway patrol announces the free courtesy program from eight o'clock at the street west of the courthouse on North Avenue B between West Main and West Second streets. Governor Wilson proclaims August for highway lighting checks statewide, with county seats participating to help drivers meet lighting regulations. The sheriff and police departments cooperate with the patrol in this public safety effort inviting all county drivers to attend.
Roy J. Schaffer was elected delegate to the national encampment of the Veterans of Foreign Wars at the local post meeting. The encampment runs August 24 to 29 in Philadelphia. Alternate is M. D. Atkinson. Cleo Shockey is improving at Veterans Hospital in Des Moines. An annual fried chicken supper will be held August 26.
John Humble, son of Mr and Mrs Grant Humble, earned one of three American Institute of New York scholastic awards after tests in physics mathematics scientific aptitude psychology and mental ability. He placed highest in the Midwest division earning a $500 scholarship for a year at Midland Television and Radio School in Kansas City with a presentation in Chicago on August 23 over Mutual.
Mrs. Emma Allen of Wellman died at the county hospital last night about 6 30 following a long illness. The deceased was a lifelong resident of Wellman and is survived by her husband, two daughters, and a son. Funeral arrangements are pending at the family home.
The report notes anticipation among the post and family for upcoming appointments with committees slated for formation next week.
Fifty Washington County residents are selected for the September term petit jury. Jurors report Sept 15 after opening of court Sept 8 with Judge Frank Bechly presiding at the district court.
Chief of Police George Baker warned that some motorists erase chalk marks placed on their tires to enforce one hour parking in downtown districts. One man who rubbed out a mark paid a nominal fine after admitting the act. Officers strive to enforce rules impartially and gently, but tricks are disliked.
After a dip yesterday the day grew warmer with sultry conditions. At two o'clock this afternoon the temperature reached 90 degrees. Yesterday's high was 84 degrees and last night dropped to 59 degrees, the coolest in weeks.
The obituary notes a local woman who had been in the hospital since July 17. Born March 29, 1887, she was a Methodist church member. The body was taken to Bidwell funeral home at Wellman. arrangements were incomplete.
Names of Washington County junior livestock raisers set to enter the annual 4 H club achievement show at the armory next Monday to Wednesday. Harrison Donald, county club agent, says the event will be among the largest. Entries include 33 Herefords and 10 Angus cattle, several dairy types, 17 market pigs, 26 Durocs, 12 Berkshires, 6 Hampshires, market lambs, and multiple purebred sheep breeds.
The Washington County American Legion Auxiliary has funded an oxygen tent for county residents. The tent will be stored at city hall with 24 hour fire department service and free use to anyone providing transport and paying for oxygen. Arrival is delayed due to national defense work. officers thank subscribers from the county.
The AAA broadcast from WSUI Iowa City Saturday at 12 45 will be hosted by the Washington county office this week. The interview features Joe Tobin of Ainsworth Washington county farmer, crop insurance salesman Leslie Gates and Wayne Norman of the AAA office discussing crop insurance.
A sea meeting between President Roosevelt and Prime Minister Churchill produced an eight point declaration to tighten allied war aims and outline a postwar security framework. The pact stressed greater United States cooperation, unity among London Washington and Moscow, and a postwar security system, amid shifts in foreign policy interpretations in Britain and among Allied powers.
A letter to Dr. C W McLaughlin notes the death of Owen Kelley age $5 Hartford Kan two weeks after leaving Washington county hospital Kelley rode a freight train July 14 seeking harvest work and fell 50 feet from a railroad bridge then lay in a creek bottom overnight He suffered multiple fractures and was moved to his Kansas home by his niece on July 26.
Isaac L. Embree 76 died at 6 15 last evening at 901 North Fifth avenue after a yearlong illness. Funeral services Saturday at 2 pm at L A Jones funeral home with Dr F W Eastwood of the Presbyterian church officiating, burial in Elm Grove cemetery. He was born July 14 1865 in Havre community and survived by his wife Melissa and 5 children, 11 grandchildren, 3 great grandchildren.
