Saigon officials announced the construction of 500 public air raid shelters capable of protecting 400,000 people in the capital. City Prefect Duong Ngoc Lam urged residents to build shelters in backyards and emphasized a real emergency atmosphere, criticizing chaotic behavior during drills and urging discipline.
GOP candidate Barry Goldwater cited Senate subcommittee data suggesting deliverable nuclear capability could fall by as much as 90 percent in ten years. Sources caution the information is highly classified and open to interpretation, while noting U S stockpiles have declined since 1961 due to smaller warheads and modernization.
Funeral services for Preston Guy Koch 71 of rural route 2 Washington will be held August 13 at Paterson Funeral Home in Elmwood Ill. Koch born March 18 1893 in Yates City Ill son of Alfred and Martha Koch moved to Washington early died Monday at Veterans Hospital Iowa City he was a World War I veteran and is survived by cousins.
Funeral services for 85 year old Mrs Henry Griffin of Riverside will be held at 2 p m Wednesday in Powell Funeral Home Wellman with Ezra Shenk officiating. Burial will be in Riverside Cemetery.

One of Washington's pioneer establishments marks 68th anniversary with a four hour celebration from 6 to 10 pm on Wednesday August 12. The four generation McCleery family including Blanche Nicola McCleery Sam McCleery Chris Kay and Beth McCleery will attend along with new manager T M Nelson. The Washington Municipal Band presents a Wednesday 8:00 p.m. concert in Central Park. Selections include God Bless America Emblem of Unity State March By the Light of the Silvery Moon Home on the Range and a highlights segment from Finian's Rainbow plus marches and popular tunes arranged by various conductors. The program closes with the National Anthem and a jam session segment.
Senate Democratic leaders expected to finish action on President Johnsons war on poverty bill with a one hour debate limit before a vote. If approved, the measure goes to the White House to authorize broad scale aid programs for poverty pockets nationwide. Also notes near agreement on a foreign aid amendment delaying Supreme Court reapportionment ruling and Udall backing Assateague Seashore land acquisition in Maryland and Virginia.
UPI reports Red China has flown 12 to 15 Soviet built Mig fighters into North Viet Nam after a U S Navy air strike. Observers see the move as a show of support for Hanoi with pilots still to be determined and no ground forces reported. Defense officials note Chinese aircraft may be drawn from Hainan or southern China units.

John V. Phleger superintendent of Washington Community Schools said preliminary approval was received for 1936.98 National Defense Education funds to buy science gear for Lincoln and Stewart schools. The list includes overhead projectors aquariums science libraries encyclopedias and biology and physics slides.

Robert Everetts was named governor designate at a Rotary meeting. Russell W. Harper announced the nomination by a five member committee from District 600. Everetts will assume office July 1, 1965, for a year, and will attend training at Lake Placid and the Rotary International Convention in Atlantic City. District 600 covers 43 counties in southern Iowa with 51 clubs.
Public notice lists a petition for a franchise to erect and maintain lighting and heating facilities. It also notes probate notices for wills of Don A. Ford E C Smith and Fannie E Wilson. A hearing on the will of Luther Crom and Delila Litwiller is scheduled.
The UN reported the Cyprus cease-fire largely held with isolated incidents as Turkish jets reconnoitered northwestern areas around Kokkina but did not strike. Greek Cypriot officials protested air activity while casualties and property damage rose in Kokkina and Polis as both sides awaited further moves.
Turkey dispatched F100 Super-Sabre fighters for a reconnaissance flight over the Kokkina area as Greek Cypriot forces surround the town. Foreign Office officials said there was only minor ground-fire exchange and that Turkey would not renew air raids unless heavy fighting resumes. Talks with the Soviet, West German, and French envoys followed, but no details were released. A Greek Cypriot official said withdrawal from villages captured last week is not negotiable.
