Students entering kindergarten at Lincoln Elementary Washington are invited to tour classrooms next week. Visits for names A through K occur Wednesday April 27 and for L through Z on Thursday. Each session runs 3:45 to 4:15 p.m.
President Carter will get an assessment of his strategic arms proposals from top aides this weekend. He summoned arms talks negotiator Paul Warnke Secretary of State Cyrus Vance Defense Secretary Harold Brown Vice President Mondale and National Security Adviser Brzezinski to the White House. Vance has maintained SALT talks contacts with Russian Ambassador Anatoly Dobrynin after his Moscow mission.
President Mobutu Sese Seko says Zaire’s forces rout Katangese invaders and opposes U.S. intervention saying he does not want American blood to flow in Zaire. Ugandan President Idi Amin visits Kinshasa and offers to send in troops to fight rebels in Shaba province.
Washington Reuters Ellsworth Bunker and Sol Linowitz will carry President Carter’s commitment to a new Panama Canal treaty when talks with Panama resume May 9 in Washington. The State Department released a brief notice with no further details.
Energy rebates proposed by President Carter redesign taxes to shift money from industry to individuals. White House figures show a four person family could gain about 1200 dollars annually in income tax rebates by 1988 to offset roughly 185 dollars in higher energy taxes.

Oklahoma City, UPI. A father, Ralph Clark, asked Judge Carmen C. Harris to exile his son Mark Eugene Clark, 22, on Fogneck Island in Alaska after a prison sentence for armed robbery. The judge refused, citing deterrence and the likelihood of punishment in prison. Clark, a city fireman, proposed building a cabin, stocking it, and issuing a two way radio to his son until the Corrections Department allowed return.
A Purdue team reports preliminary lab evidence of a brain chemical linked to excessive drinking in rats. The substance THP, a metabolite related to morphine, may form in the liver and could help explain addiction. If confirmed, future work might yield therapies and emphasize abstinence to prevent relapse.
