In Washington on April 17 John Sharp Williams delivered a witty floor speech before the Navy appropriation bill passed. He mocked warship arms races comparing the Monitor to a cheesebox and warned against over-arming. He also joked about airships and the idea of arming for peace to deter aggression.
The scene centers on a House exchange with Hobson and Williams trading quips about air battles and jokes. Williams denies being airy minded, notes his two specialties are jokes and poetry, and ends with a jab at Dalzell’s verse after quoting Macbeth. Laughter erupts as order is eventually restored.
In Carmi Illinois on April 17 a quarrel between Police Judge Alfred Pendell and Police Chief H P Parsons over a prisoner's release escalated as Pendell allegedly tried to shoot Parsons and was knocked down and jailed.
Seattle deputies Matt Starwich and Sonn Liner trapped Mike Petrige and John Bosavick in the snowbound Cascades south of Stampede Pass. The capture ends a dramatic pursuit tied to a series of holdups. Petrige was wounded in a gunfight near North Bend and the pair were jailed in Seattle.
Cassopolis Michigan April 16 The killing of Carlton W Morgan the South Bend Ind man here last week by Mrs Metsker becomes more complex with Miss Lottie Graham confessing she was courted by Morgan for a year and has many letters from him The prosecuting attorney says the letters bear on the case and will seek their production at Mrs Metsker trial for first degree murder at the May term
Senate consider calendar bills all session as measures to suppress betting on races in the district of Columbia, create a bison range in Montana, and enlarge homesteads on nonirrigable lands. Adjourned to morrow. House devoted time to naval appropriation bill. four battleship plan defeated 199 to 8, allowing only two battleships.
San Diego hosts the battleship fleet with officers entertained at a countryside picnic for ninety-two officers led by Rear Admiral Thomas. Two thousand sailors enjoy liberty with boat races, baseball, lemonade, tours, and downtown crowds. The fleet’s ships open for public inspection from 10 am to 5 pm and a night fireworks display features rockets, beacons, and spectacular nautical pyrotechnics.
Cadet Sapp of the Western Military Academy swallowed a toad after a five dollar wager. He felt no immediate harm but grew anxious after cadets discussed dangers. A doctor advised medicine to expel the toad, and the cadet was treated.
George O Rourke sent a small copper kettle fashioned from a single cent to Magistrate Moss in night court, claiming to earn his living as a tinker and metalworker. The polished trinket, with a movable lid, bears the one cent mark on the bottom and will be worn as a watch charm as steps are taken to free him from the workhouse sentence.
New York April 16 Friends of Enda Goodrich are startled by news she will wed James H MacMillan a Nevada mine operator on June 10. The actress who once introduced Evelyn Nesbit to Stanford White travels with her mother to Paris to purchase her trousseau.
San Francisco April 16 Lieutenant William S Bowen United States Army commanding a rapid fire battery at the Presidio is to be tried by court martial April 21 for neglect of duty. Soon after the order for trial Bowen accidentally shot himself in the left knee during revolver target practice and may lose the leg.
Detroit April 16 At the annual meeting William A Jackson chairman of the executive board and ex president declined re election and retired. John T Shaw was elected chairman to succeed Jackson. The regular quarterly dividend of 1% on preferred stock was declared and 1% on common stock.
LaCrosse Wisconsin April 16 at midnight the citywide order from Mayor Anderson to close disorderly houses went into effect. Gambling dens had already been shut two weeks earlier under the same action.
The annual convention of the Woman's Presbyterian board of the northwest will assemble in Springfield from April 21 to 23. Delegates from twelve states and missionaries from abroad will attend the meeting.
During services at Hope church between Hays and Willock, a Hungarian miner shot and killed a companion in front of the edifice. The dying man's cries drew a panicked congregation who rushed out and captured the murderer.
General Fock Smirnoff and Reiss retire from the army with honors after the Port Arthur capitulation trial. Stoessel guiltily sentenced to ten years. Smirnoff acquitted. Fock reprimanded. Reiss acquitted. Fock and Smirnoff later dueled, Smirnoff wounded. London reports Edward VII privy council reshuffle and new cabinet seals.

He leaves for the East, refuting talk of the New York state convention and praising Democratic policies while criticizing imperialism and the colonial policy. Conners to confer with Bryan in Rochester and plans for Taft support emerge as Minnesota Republicans name Taft delegates.
