Iowa Crime Commission Director George Orr warns counties cannot afford to reconstruct jail facilities while the Senate considers a bill to authorize 11 regional jails with $1 million in state funds for 1971-73. First sites would be Des Moines, Dubuque and Council Bluffs as counties face rising costs and possible loss of federal funds. Orr argues a pilot plan risks financial disaster for counties.
