A petition filed in the District of Columbus supreme court seeks to bar salaries for Senate and House chaplains and all war and navy clerics. Plaintiff James J. Elliott of the American Association for the Advancement of Atheism argues chaplaincy violates Article One of the Constitution and that funds are misused. The group plans propaganda efforts on campuses to abolish belief in God.
