Samuel J. Black of Wyandor and Solon authors a bill proposing a farm prison plan. The measure outlines housing inmates on agricultural lands to reduce costs and rehabilitate inmates.
The Ohio house approved two main flood relief measures the Snyder bill allowing unlimited spending for bridge levee and other public works repairs and the Vanderhelde bill to deposit 3 million dollars in building and loan associations to aid homeowners. A separate plan authorizes a 2500000 site budget for a new penitentiary, moving inmates to a farm prison and creating a four member commission to oversee land purchases and building.
