California Delegation Furor Tests Gov Brown and Kennedy Pact
In 1960 the California primary threatened to topple the Kennedy pledge as Gov. Pat Brown weighed an unopposed slate against Kennedy. A Heller mediated compromise kept Brown aligned with Kennedy unless Oregon altered the math, while Engle and Unruh pressed Brown to delay. Brown teetered on declaring for Kennedy before the final outcome proved Kennedy won all other primaries and Oregon.
