It shifts to upcoming borough elections, voter behavior, and criticism of French and American voting habits, then recounts a nighttime misadventure with a mysterious crying sound that turns out to be a barn. It ends with various social vignettes on youth manners, petty theft, and moral exhortations.
A two scene piece shows a rich man dismissing a supplicant with a thrift sermon then drowns. In the second scene the poor man, from shore, offers blunt practical aid and the drowning millionaire struggles to answer as he sinks. The line ends reveal a grim twist of irony.

In Ayville New York George W Foster was found guilty of second degree murder in the July Jamestown killing of Leroy Bogar. Judge Lewie charged the jury on hereditary insanity. verdict opened after sealed deliberation. At about 2 am Thursday a fire swept the Pennsylvania Gas Company's office. Origin suspected from a leaky pipe near the furnace. eleven citizens awakened, eleven firemen fought unsuccessfully, two alarmed second. Safes untouched contents uninsured may total about $2,000. insured for $1,000 with John Sill & Son. Building owned by Hon. L. D. Wetmore.
The legislature enacted a provision allowing counties to add six percent annual interest on unpaid taxes for unseated lands after the year of levy. Interest starts after the following year and lands may be sold to satisfy the debt. taxes for 1886 and 1887 are exempt. Approved June 6. James A. Heaver.
A rich silver vein discovered near Duluth on Christof Hjalmer's farm in section 23 township 60 range 15 Warren County Pa. Ore runs about 2800 per ton and is said exhaustible. Main vein nine feet thick near surface. Buyers offer 25000 cash for forty acres but Hjalmer refuses. Several parties seeking the territory as exodus of bidders forms tomorrow morning.
In a gas office incident at North Warren F Heilman and C Olson were overcome by escaping gas. Deforest Owens rushed to their aid, pulling both to safety and summoning a doctor. He is praised for his brave, timely actions. Also a notice about a quiet wedding: Archibald T Scofield and Kate Stranahan Brecht wed at 11 A.M. Wednesday at the bride's home with Rev. A W Ryan officiating. The couple plans a western trip after a small ceremony with close relatives present.
The supreme court refused to interfere with the lower court's decision regarding Mrs. OC W. King's license petition. Also sells Ford's Sanitary Lotion claiming cure for mange and scratches in thirty minutes, distributed by L. G. Noyes, druggist, Warren.

Excursion ticket rules extended to two days on certain Pennsylvania lines. Warren driving park association forms with officers named and races planned for June. Keller reports new stock of pants cloth and fittings arriving in Warren.
