Former President H Taft delivers a stirring address at the Philadelphia convention opening session. He champions a global effort for lasting peace using the slogan Victory with Power. The event highlights anti war and peacemaking themes as delegates convene.
Former President Taft declares America will not feel full war strength for at least two, perhaps three years. He urges unwavering resolve to defeat Germany, insists force now must be met with force, and denounces Kaiser and Hohenzollerns while urging unity and preparation for permanent peace.
Lord Curzon states peace terms discussions are not attainable in response to remarks by Foreign Minister A. J. Balfour in the House of Commons. The foreign press is briefed on the ongoing position as tensions persist.
London May 16 Lord Curzon told the foreign press association that peace aims must be honorable and ensure world security for future generations. He, a member of the war cabinet, warned against discussing terms before these goals are met and noted questions about consultations with Allied officials.
London reports say Emperor Charles of Austria secretly sent a peace letter to Prince Sixtus advocating restoring Belgium and Serbia and returning Alsace Lorraine to France. The letter was disclosed after Count Czernin cited France seeking peace and Premier Clemenceau produced a copy. Prince Sixtus was told to present the letter to Allied governments.

Rome reports that Commander Pellegrini with three men penetrated Austro-Hungarian defenses at Pola and torpedoed a Viribus Unitis class battleship. Italian hydro aircraft supported the raid while Austro-Hungarian planes attacked. two Italian planes were destroyed or forced down. The battleship suffered multiple torpedo blows, causing intense national enthusiasm.
Basle Switzerland May 16 The Slav and Czech members of the Austrian Diet have launched a hostile movement against the Austro German compact. The Vienna report says the compact drawn up at the Kaisers conference would place Austria Hungary under German virtual domination.
A Jassy dispatch says the Roumanian army is being demobilized and that the Roumanian Parliament has been dissolved. London reported the development on May 16.
