Washington dispatch says fifteen thousand American troops in Russia are there as friends of the Russian people. Ten thousand at Vladivostok and five thousand at Archangel and on the Murman coast, sent for important war purposes and to aid in maintaining civilized conditions. Senator Hitchcock explained the policy to the Senate amid demands for a definite statement on Russia policy and noted that Archangel efforts had failed.
Major General J Franklin Bell, commander of the Department of the East, died suddenly of heart disease at Presbyterian Hospital after three days of observation. A West Point graduate of 1905, he served in the Indian campaign, Spanish American War, Philippines, led the T7th New York National Army division, and was chief of staff of the army from 1906 to 1916 before commanding the Eastern Department. Born in Shelbyville Kentucky, he was 63 years old.

A British force moved into the Caucasus to push two Turkish army corps from the region and end fighting with Armenians. Evacuation of Turkish troops proceeds slowly as troops retreat and loot.
A hand grenade was hurled into a crowd of about 10 000 in front of the Chancellor's palace in Berlin. Many were killed or wounded as dispatches from Rotterdam quoted Berlin reports this afternoon. The German government reportedly refused to negotiate while some troops remained disarmed. Further fighting was reported as authorities claimed Spartacists had occupied buildings and newspapers.
