Cummins bill and rail plan spark constitutional debate
The Cummins bill for taking over railroads under private ownership and government control faces constitutional concerns. Critics argue penalties on surplus profits undermine efficiency rewards, while supporters warn against tying transport to credit politics. Key figures like Charles Evans Hughes weigh in as Congress debates sustaining a safe, efficient system.

Knop's cow testing yields big dairy gains in Iowa
Mr Knop of the Pioneer Testing Association in Black Hawk county marks ten years in cow testing with a rise in his herd's milk yield from 5082 pounds and 213.5 pounds of fat per cow in 1909 to 8027 pounds and 333.6 pounds of fat in 1918. This 60 percent gain, achieved without purebreds, comes from breeding up grade cows with high quality sires and careful record analysis. A Mt Pleasant State Hospital herd using a purebred sire attains 11879 pounds of milk and 362.8 pounds of fat, doubling the Iowa average. Experts say more such management would push Iowa dairy production to the top.
