The piece argues the act limits earnings but secures needed capital, improved service, and public protection, citing 1923 as a turning year and detailing rate, cost, and investment dynamics. The essay argues railroad revenue and farmer prosperity are interdependent and calls for fair, evidence based freight rate adjustments. It compares 1913 to 1923 prices and freight costs, showing rail costs rise modestly behind farmer price gains, and asserts farmer woes stem from broader conditions, not railroads.
