Mutual Versus Old Line Fire Insurance Debate in Texas
In a September 28 1915 address at the national convention in Monterey California Hon John S Patterson former Texas Insurance Commissioner critiques reciprocal or inter insurance schemes. He cites Texas losses amid swindles and warns that current laws permit weak solvency and lax oversight. He urges stricter rules to ensure solvent companies fair rates and honest settlements, noting that some reciprocal acts rely on a single attorney in fact and lack proper governance and deposits. The speech continues.
