A discussion contrasts Treasury actuaries and Congressional estimates on World War I veterans’ bonus costs. Treasury figures hover around four and a half billion while Chairman Green cites about two billion. The passage argues that morals among public officers mirror those among private citizens, noting corrupt individuals exist in both groups. It contends wholesale condemnation of officials implies citizens lack self-government and questions whether the public should abandon elections in favor of monarchy, given the abundance of kings in the market.
