California Asks Suit Reopening On Colorado River Water Rights
California seeks to reopen the Colorado River water rights suit via 29 page motion by the state attorney general. Simon Rifkind would act as special master to hear evidence on lower basin apportionment amid claims upper basin development could drain the lower river. California seeks 44/75 of the first 73 million acre feet with contested figures about future flows and dry-year reductions. The proposal targets a Supreme Court decision path and hinges on Rifkind's forthcoming report.
