Salt Lake consulting engineer Win Templeton told Vernal City Council last Friday that current water rates are low for development and compared Vernal with Bountiful Layton Ogden Salt Lake City Clearfield Tremonton and South Ogden. He recommended raising revenue by rental rates rather than tax mill levy and pursuing a future mill levy only for development.
