The Senate OKs a $461 billion spending ceiling for next year a figure set by House and Senate negotiators. It is $1.6 billion below President Carter's latest 1978 estimate and up more than $60 billion from this fiscal year. The piece notes historic spending levels from 1902 to 1970 for context.
