Ukiah council begins redevelopment plan process

Ukiah Redevelopment Agency and city council held a first meeting to outline steps for a redevelopment plan. Joseph Coomes explained the legal process and the environmental report, with a public hearing to follow after review by planning commission and citizens committee.

Endurance bicycle record attempt starts in Ukiah

Eurekan Bob Hinman, a Eureka Realtor, plans a multi day ride to Garberville and Eureka then 120 hours of non stop cycling for five days starting next Tuesday. The event aims to raise funds for the March of Dimes and draw attention to bicycling, with donations and cheering coordinated by Marlys Haberman.

Corps to cut back outflow from Coyote Dam

Officials of the Corps of Engineers will reduce lake Mendocino outflow from 700 to 150 cubic feet per second for about two weeks to allow Sonoma County to install summer recreation dams. Outflow returns to normal on May 21. Lake Mendocino sits at 748 feet elevation.

South Vietnamese naval squadron surrenders to Viet Cong

A two-ship South Vietnamese naval squadron surrendered to the Viet Cong on promise of amnesty. The fleet, with an admiral and other Saigon officials aboard, flew white flags and joined fleeing government officials. Gen. Tran Van Tra promised complete forgiveness for crimes if Vietnamese repent. Saigon unrest subsiding with few reprisals feared, security largely left to honor system. Some Americans and diplomats were left behind as U.S. evacuation continued.

City to study south end park land purchase

City manager instructed to explore buying about 10 acres at the south end for a park, potentially with the school district or county. Park board urged 6 acres from Dr Bernarr Johnson plus 4 acres for access, while residents pressed for timely purchase to prevent subdivision. Budget constraints and maintenance costs noted.

Bernard sentencing pushed to May 27 for new trial motion

Convicted murderer Mark Franklin Bernard 57 remains under sentence as his case moves to May 27 when Public Defender Joe Allen will file a motion for a new trial. Bernard was found guilty by a Superior Court jury last week of second degree murder in the strangulation death of Audrie Avery on January 3 in a Ukiah motel room.

Last foreign refugees cross Cambodian border

The last group of foreigners evacuated from Cambodia crossed into Thailand led by a mother with a sick child. A refugee doctor treated the child with plasma as hundreds crossed the border at Aranyaprathet. The 550 evacuees included 230 French, 200 Pakistanis, and 120 others.

Hayward executive backs Ukiah recreation district plan

L A Bud Critzer, director of Hayward Area Recreation and Park District, told the Community Action for Recreation and Culture that forming a Ukiah Valley park and recreation district is feasible. He noted a 20 cent per 100 dollar assessed value could raise about 180000 for 1974 75 with user fees and grants cutting tax needs. Critzer urged a single purpose independent district with its own board, citing past successes in Hayward of five new centers without raising tax rates and ability to borrow funds with favorable terms. He warned undeveloped property owners may oppose but can be excluded until development. The local committee and officials including Burgess Williams and Richard Avey attended.

Economic outlook brightens amid wholesale price uptick

April wholesale prices rose 1.5 percent led by higher farm costs though the overall industrial index edged up just 0.1 percent. Analysts say inflation slows and recovery nears, with economists from Bank of America and others predicting a more vigorous rebound after the recession. Treasury Secretary Simon warned a bottoming out and possible upturn before mid year.
