Superior Judge A B Broaddus signed an order to show cause directing a State Personnel Board representative to appear May 26 in Department to show why a petition for writ of mandamus on behalf of Milton Moore of Willits should not be granted. Moore, a 39 year old linguistics professor, moved to Willits after his former wife died to care for two teenage children. James King, staff attorney for Legal Services, challenges the one year residency rule for state jobs as Moore applied for positions with the State Department of Education as research or editorial assistant and was denied admission to an examination due to residency.
