Parks director in glare of political budget war
William Penn Mott, 62, director of the California Department of Parks and Recreation, faces criticism as the Legislature trims the Park and Budget offices. He defends ecology claims, recalls Save the Bay, and notes Point Mugu costs and planning changes amid bond-funded capital limits.
