Tax plan debate widens as California panel mulls raises
Key Tax ade continues as Burns and the Senate Finance Committee discuss boosting cigarette tax to 10 cents per pack earmarking 3 cents for localities. Proposals from Reagan add ideas to broaden the sales tax base, raise by one cent, extend to repairs and utilities, and to apply insurance taxes to service firms. The panel also weighs a 40 percent income tax surcharge to close the deficit, while resisting a three-year debt payoff. The Senate panel aims to wrap up its review of Reagan’s budget with final subcommittee reports due, as the Assembly advances its own $5.15 billion spending plan.
