President Carter said a final decision on whether to proceed with the 20 billion B1 bomber program will be made this month after a detailed analysis. He and Defense Secretary Harold Brown will issue a basic judgment on the go ahead, despite Air Force seeking 244 bombers.
Fog and low coastal clouds clear locally by afternoon with some morning drizzle. Conditions otherwise fair with variable high clouds through Wednesday. Inland areas remain cooler with Fort Bragg 50 to 60 and Ukiah 55 to 88.
UPI reports Andrew Young told the House committee that Presidents Kennedy Johnson Nixon and Ford could be called racist for neglecting U S policy toward Africa. He described the claim as part of his critique after visiting Africa and noted various reactions to his comments.
