Court ruling upholds supermajority for local bond votes
The Supreme Court 7-2 decision allows states to require more than a majority for bond issues or tax increases beyond constitutional limits. West Virginia’s three-fifths rule was upheld as not violating equal protection, while several states including California and Alabama use similar thresholds for school funding. California officials warn the ruling endangers earthquake safety bonds, potentially delaying $198.5 million in projects and forcing temporary classrooms.
