Assemblyman Barry Keene announced emergency legislation to counter a Superior Court decision that environmental impact reports are required before timber harvest plans receive state approval. The ruling, by Judge A B Broaddus in Humboldt and Mendocino counties, involved NRDC and the Northern California Council of Fly Fishing Clubs against Arcata National and Simpson Timber.
