Governors officials seek a "second honeymoon" atmosphere, but analysts warn partisan tensions over taxes welfare and school funding will test unity and potential reapportionment strategies for 1972 elections.
A columnist argues the U S highway toll surpasses Vietnam casualties, noting 56 500 Americans killed in motor traffic last year and 1 175 000 lives lost over seven decades to speed and safety failures He criticizes lax vehicular safety debates and approves of attention to wartime losses while condemning domestic road deaths and alcohol or drug impaired driving.
Three new directors were elected to the Ukiah Community Concert Association board at a special meeting for the 1961 62 membership drive. State Sen Mervyn Dymally proposes a constitutional amendment to create a state lottery with public profits earmarked for education. He cites New York’s experience and predicts first year profits at least equal to 26 million while small retailers sell tickets. Critics warn lottery would burden the least affluent and rival lawmakers urge study of off track betting and other gambling.
