SAN FRANCISCO UP I Both sides in the 115 day old West Coast longshoremen walkout planned to meet again amid talk of a possible settlement before government intervention. The 15000 member International Longshoremen's Association and Warehousemen's Union and the Pacific Maritime Association held 112 hours in the first base session since the strike began January 17. No progress reported. The union seeks to seal leaks by halting cargo from ships diverted to Vancouver or Ensenada while shippers object to such tactics.
