A sniper holed up in a railroad drawbridge tower in Little Rock fired a stomach shot after begging police to save him. Police used teargas, spotlights, and a ground assault to reach the 80-foot tower, and at 3 24 p.m. CST captured him after a tense 20 minute operation.
UPI reports Agriculture Department data show the Economy Diet for a family of four costs 36 weekly in October up 0.6 percent from September and 12.7 percent from a year earlier while low and moderate plans rise similarly. Stamp allocations will lag, increasing January 1 to 154 but still not match October Economy Diet costs, prompting concern as March cash changes could widen gaps.
Interior Secretary Rogers C. B. Morton opened a three day State Department seminar on energy to forge a new national policy. He warned consumption cannot grow at 4 to 5 percent yearly and noted the $18 billion annual import bill. Virginia Knauer chaired the hearing focusing on consumer concerns and equitable burdens.
The Kansas City mini convention ends with a new Democratic charter pledging minority inclusion and reform of party rules. A crowded 2500 delegates' scene fails to crown a clear 1976 front runner as Morris Udall competes with Jackson Carter and others.
Thousands of coal miners are idled as UMW construction workers picket. In Pennsylvania and other states, most mines halted while a few operated with no pickets. Negotiations in Washington over a three year wage contract for 6 000 construction workers continued after an all night session.
Kenneth Glen Whippert, 47, faces drunk driving and felonious assault charges after a pursuit on Highway 20 ended when his car left the road and rolled into a Mendocino County creek bed. He is at Ukiah General Hospital in satisfactory condition and also charged with resisting arrest and excessive speed.
