President Carter signed two major measures. A $10.4 billion public works package funds nine of 18 dams and other projects amid concerns over extravagant spending. The act also funds production of the neutron bomb. The second bill extends auto emission standards for hydrocarbons, carbon monoxide, and nitrogen oxide for two more years.
A 20-year-old Rohnert Park woman Kirsten Cave died on arrival at Ukiah General after a late night head-on collision with a pickup driven by 19-year-old Robert Topper of San Bruno on Highway 101 just north of Reeves Canyon. Topper survived with minor injuries and may face manslaughter charges.
Oliver Hemphill 55, a beefalo entrepreneur, failed to appear in Ukiah Justice Court for a misdemeanor trial. Judge Richard Kossow issued a bench warrant. Hemphill faces Aug 16 appearance and possible $2,000 bail, with additional witnesses summoned from Sacramento for today’s trial.
A coastal area forecast notes fair conditions through Tuesday with morning drizzle and low clouds along the coast. The report lists daily high and low temperatures for August 1977 and references rainfall measurements and noon conditions, indicating a mild coastal climate pattern.
Energy Secretary James Schlesinger urged the Senate Finance Committee to revive Carter energy plan including a standby gasoline tax despite House defeat. He pressed for higher gas taxes, fewer exemptions on gas and oil use, and extension to light duty trucks.
The Mendocino County board closed public budget hearings at 5 30 p m with final allocations set. Seventeen agencies received 195 140 while four groups were cut after review and carryover funds were allowed for remaining commitments.
California faces a final hearing as the Assembly prepares to vote on SB155 to reinstate capital punishment. Governor Brown vetoed the bill, but supporters aim to override with a two thirds majority. A UPI survey places the override just short of that threshold.
