A union official says Ukiah will receive a Monday letter to reopen negotiations on salaries and benefits for about 120 city employees. Petitions circulated Thursday have drawn strong support, with 75 to 80 signatures and calls to designate Doug Emmons of Operating Engineers Local Union No. 3 as the negotiating representative.
