President Carter ordered a stop to construction of the controversial fast breeder reactor and banned plutonium extraction from spent fuel. The move reverses prior policy and ends programs seen as vital to extending uranium fuel supplies by the nuclear power industry.
United Press International reports Guardsmen moved several hundred people from Williamsburg Kentucky as Cumberland River floods crest. Helicopters and trucks deliver food typhoid vaccine and drugs to flood stricken Appalachian cities while refugees return to damaged homes downstream.
Palestinian groups reinforced by Saiqa gunmen seize the town of Khiam in southern Lebanon after a two pronged attack. House to house fighting erupts in Marjayoun as battles rage in the area. In Washington the Carter administration vows non involvement in Western Europe elections while warning that ties could suffer if a communist led government rises.
A 17 year old Point Arena high school senior Becky Locke won the Lake Mendocino Lions regional speak-off at the Palace Hotel and advances to the district contest at Sonoma State College in Rohnert Park on April 30. Clifford Chan of Ukiah high school finished as runner up.
President Carter insisted Congress pass a fifty dollar tax rebate for lower and middle income Americans, saying ten billion dollars more will be collected than spent this year. He refused to trade water project approvals for the rebate, stressing the money should go back to taxpayers.
A city vote approved higher parking rates starting Monday at two lots near W Standley N Oak by the post office and near W Stephenson Oak by the Pacific Telephone building, rising from 2 to 10 cents per hour to curb all day parking. The Standley Smith lot near the Ukiah police department stays at 2 cents per hour for four hours, the second rate change this year after meters were upgraded to a two hour limit and most 24 minute spaces removed.
Four of five new and incumbent Mendocino College trustees take oaths after oversight briefing by County Supt. Lou Delsol and college president Pete DeVries. Absent Al Canepa. new members John Brookes, Hugh Tadlock, Harold Easterbrook, and incumbent Sylvia Kozak Budd sworn in beside Billie Smith and Bill Daniel. Daniel elected president. Camp presence hints at energy conference outreach.
Increasing cloudiness grows tonight with likely rain through Friday. Gusty southerly winds shift to northwesterly Friday, bringing cooler interior temperatures. Fort Bragg ranges 48 to 57 and Ukiah 46 to 68 as conditions change.
Ukiah observes Good Friday with varied hours. City hall closes 12 to 3 for church services while courthouse and state and federal offices stay open. Banks close from noon. 1 pm service at Assembly of God led by Pastor Ward Willoughby with choirs from Assembly of God and Seventh-day Adventist. Church services by Pastor Art Combs and Pastor Art Gafke. Pre Easter egg hunt at 12:30 pm in McGarvey Park sponsored by Jim Dougherty.
Ukiah city council extends the dial-a-ride taxicab contract through Aug 30 under MTA management amid concern over administration. A third cab is approved and Saturday service expanded while exploring alternative governance. The April 12 contract end and prior Ukiah Cab Co purchase are noted.
Washington reports wholesale prices jumped 1.1 percent in March with coffee and food costs driving the increase. The annual rate climbs to 13.2 percent despite official claims of inflation running around 5 to 6 percent.
