Brezhnev Criticizes U S Stance On Arms Talks

Soviet leader Leonid Brezhnev accused the United States of losing its constructive approach and taking a one sided position in stalled Strategic Arms Limitation Treaty negotiations. He spoke in Moscow after talks with Secretary Cyrus Vance last week, a milder note than Soviet press comments from Foreign Minister Gromyko.

State Department warns against linking aid to human rights

Washington official says tying aid to rights records is a negative policy. Patricia Derian, coordinator for Human Rights, notes such actions reflect failures of other efforts to improve human rights respect.

Bergland pushes broad Food Stamp overhaul to aid needy

Agriculture Secretary Bob Bergland asked the House Agriculture Committee to implement a fiscal 1978 plan to expand Food Stamp eligibility by removing the cash-for-stamp requirement. The proposal would provide stamps to more poor people while cutting benefits for about seven million current participants.

Sadat Talks With Carter on U.S. Arms to Egypt at White House

Egyptian President Anwar Sadat said he spoke with President Carter about boosting U.S. arms sales to Egypt. The two leaders spoke briefly to reporters as they ended two days of talks in front of Sadat's limousine on the White House south grounds. Carter called the discussions very pleasing.

Lions Club student speakers contest regional semifinal set

Two high school seniors compete tomorrow at the Palace Hotel for a district level advance. Clifford Chan of Ukiah High School represents the inland zone after winning the local and edging out five at the zone contest on March 22. Becky Locke of Point Arena High School represents the coastal zone after defeating speakers from Mendocino Fort Bragg Gualala and Anderson Valley. The topic is Government of the people by the people fact or fiction. The winner advances to the district contest.

Lake County deputy sheriffs press outside help on wage dispute

The Lake County Deputy Sheriffs Association asked the Board of Supervisors to appoint an outside conciliator after failed negotiations with County Administrative Officer Walter Munchheimer. The state conciliator would issue nonbinding recommendations at no charge. The board will decide in executive session.

Head-on crash on 101 claims life of young Sacramento driver

A 17-year-old Sacramento girl, Mona Lynne Fruge, died after a head-on collision on Highway 101 south of Laytonville. Willis Johnson of Longview Washington sustained minor injuries while his wife suffered two fractured legs. Fruge was pronounced dead on arrival at Howard Memorial Hospital in Willits.

Scout-O Rama in Ukiah Sets April 30 at Fairgrounds

Scout event tickets go on sale from Ukiah area Cub and Boy Scout units for the 1977 Scout-O Rama to be held Saturday April 30 at the Redwood Empire Fairgrounds. Events include Cub Scout physical fitness contests and field events, a ring spear and teeterboard jousting, booth displays, and an Eagle award ceremony. Tickets are $1 with incentives for top sellers.

Hail Smashes Windows as DC9 Crashes on Highway

A Southern Airways DC9 bound from Huntsville to Atlanta plunged onto a two lane highway near New Hope Georgia after hail damaged windshields and engines. Sixty eight aboard plus several on ground were killed or injured. Pilot Capt William W McKenzie searched for a landing site before crashing and exploding in flames. Ground witnesses describe a scene of destruction with cars, poles and trees crushed and bodies thrown.

Revised Mendocino MTA plan shifts cuts to outlying areas

Mendocino Transit Authority director Jim Moshefsky told the MTA board proposals would cut service to Round Valley Potter Valley and the south coast while boosting trips between Fort Bragg Willits and Ukiah. He urged vans for rural areas and a jitney in Ukiah with a report due April 18 and a funding window through 1978.

Mendocino College trustees sworn in new board lineup

Three new trustees Harold Easterbrook Hugh Tadlock and John Brookes along with incumbents Sylvia Kozak-Budd and Al Canepa will take oaths to join continuing members Billie Smith and Bill Daniel forming the new Mendocino Community College board. They will hear campus expansion plans Yokayo Ranch site progress and food services center upgrades while scheduling two major future meetings with local officials.
