Indiana faces constitutional crisis over sales tax plan

Gov. Welsh rushed back to Indianapolis after Circuit Judge John L. Niblack condemned Indiana s 2 percent sales tax as conceived in confusion and written in haste. The ruling threatens a $94 million cut in the general fund and possible higher property taxes as schools rely on state funds. The Atty. Gen. backed the judge, complicating the administration s defense of the act.

Washington Demonstration Quiet but More In Offing

Washingtons largest racial protest ended quietly yet left the city wary of rising Negro militancy. About 3000 marchers plus spectators moved along Pennsylvania Avenue after prayers near the White House, with a housing bias pledge and an end to hiring discrimination hailed as gains. Medgar Evers burial in Arlington set for Wednesday sparked solemn calls for bells and memorials. A later scene at the Justice Department saw chants of we want Bob as Kennedy spoke after delays and leaflets denouncing department discrimination circulated.

Kennedy defends Civil Rights, says DOJ hires by merit

Atty Gen Robert F Kennedy told about 2,500 demonstrators outside the Justice Department that no race discrimination exists there, but he would not hire a Negro merely for being black. He noted gains in civil rights, but urged better progress while stressing hiring by ability and integrity. The crowd challenged him on FBI action and Negro representation in DOJ. Kennedy said only 60 of 900 attorneys were Negroes when Democrats took office, a figure the audience disputed. He asserted the department hires on merit and that the hiring chief is a Black man. The peaceful march began at the White House, moved to the DOJ, then along Pennsylvan ia Avenue.
