DES vows progress on foster care improvements
Arizona DES officials assured a state task force that most foster care reforms are funded or begin July 1. Hodges presented a plans volume covering 2,700 wards for 1977-78, with changes ranging from higher foster pay to mandatory training and 400 Pima County treatment plans.
