Berlin reports quote that entire governments plan to refuse to stand foodstalls in Germany until the dissolution of the soldiers and workers council is carried out. The associates say the right to march into Germans will be removed.
Special to The Citizen from Phoenix reports that the Commission of State Institutions, a Hunt administration creation, faces abolition by Governor Elect Campbell and the new legislature. Three plans are debated none ideal, with a favored second option to hire a $5000 a year commissioner and centralize duties. Campbell is expected to urge centralized control in his forthcoming message.
Discussions over prolonging the armistice between the Allies and Germany will begin at Treves on December 12, according to the North German Gazette.
The Shipping Board decides to cancel all outstanding wooden ship contracts on which builders have spent at most 296000. About 1649 ships were suspended, with coastal wards affected. Government seeks to sell some wooden and small steel vessels as it limits permanent merchant marine reliance.

Antwerp dispatch quotes Belgian foreign minister asserting Belgium will demand restitution of looted territory and territorial adjustments in treaties. The note references the 539 treaty that stripped Belgium of Liege area, Luxemburg and towns such as St Vith Pap, Malmady and Montjoie, while noting Dutch involvement.
Francisco December 11. Alfred Youve, described as an ex convict, was arrested today by postal inspector William McHenry for stealing two pouches from a Denver mail bag. The inspector, formerly holding a similar post, led the investigation.
Camp Cody in New Mexico will be used as a convalescent hospital for returning soldiers. The base hospital remains. Major Charles H. Reese arrives to supervise the destruction of remaining Camp Cody buildings.

Count Czernin, former Austro-Hungarian foreign minister, told a correspondent that Austria in 1917 sought withdrawal from World War I by offering Germany Galicia in exchange for surrender of Alsace Lorraine. He said German leaders, including Ludendorff, blocked any separate peace and even threatened war on Austria if it made peace alone.
The War Department announced today the abandonment of nineteen construction projects including several chemical plants. The list includes the TNT plant at Giant, California, among others.

The War Industries Board announced this after a meeting with the steel committee of the American Iron and Steel Institute. Regulation of prices and supervision to end with January 1, with the government retaining only the right to embargo exports.
Major General James G. Harboard of the American Expeditionary Forces supply service and aides Captain R Norris Williams II of Philadelphia former tennis champion and Captain Fielding Robinson of Norfolk Va were decorated with the French war cross by General Requichot for distinguished service in the second Battle of the Marne Harboard commanded a marine brigade while Williams and Robinson served as lieutenants in the field artillery before joining the marines.
Prince Salar Ed Daouleh brother of the former Shah and uncle of the present Shah left Constantinople for Persia after about two years in confinement at Bruss in Asia Minor. Detained by Germans who saw him as a threat to their plans in Persia, his release follows the end of the Baghdad venture as British advances in Mesopotamia shifted influence. The prince had repeatedly sought to regain the Persian throne.
Paris December 11. An appeal by an organization of Lille mothers seeks prosecution of the former German emperor. The complaint alleges the German army leaders in April 1916 ordered girls seized from families and subjected to harsh treatment to force contact with infamous women under the emperor’s command.
The State Department announced that Ambassador Thomas Nelson Page, with the embassy’s third secretary and the naval attaché, left Rome for Paris. The move places Page on an international routing path between key posts as part of ongoing diplomacy.
London reports that informal talks reveal British officials have concrete understandings about President Wilsons freedom of the seas plan. The Express says Wilson has information that Britain cannot surrender the right of search, contraband control, and blockade enforcement, and that his proposals do not abandon these rights.
Officials of the C. F. and I company and leaders of the striking railroad men are in conference in Pueblo. Provisions of a proposed contract are under consideration and the talks may lead to settlement of the strike.
Belgian advance infantry marching toward the Rhine has reached the line Viersen Dulken southwest of Crefeld with light elements at Kempenmillen northwest of Crefeld.
El Paso announced an offer to supply a flying field and a large steel hangar for planes serving a mail route between San Diego and San Antonio. Mayor Charles Davis presented the offer to Maj. Albert P. Smith, with El Paso expected to become an overnight stop for the flyer wing between San Antonio and San Me go. A machine shop for plane repairs will also be installed at the field.
Herman Bloch was convicted in federal court in El Paso of receiving stolen property 36 flasks of quicksilver valued at 4500. He was sentenced to five years in Leavenworth and fined 1900. The lustrous silver had been stolen from an interstate shipment from San Francisco to New York and bought by Bloch.
Paris reports a French commission reached Berlin to regulate the return of French prisoners from Germany. It will also probe the Langensalza camp incident where nine French prisoners were shot and 15 were seriously wounded by German guards.
Paris December 11 Marshal Foch refused the German armistice delegates' request to contact provinces west of the Rhine. The commander in chief said the blockade of Germany must be maintained as provided by the armistice.
Amsterdam Dec 11 The directors of the Krupp munitions works announced plans to convert the plant into a factory devoted to the arts of peace per the Cologne Gazette.
Phoenix December 11. Governor Thomas E Campbell said no appointments would be made until his return on December 23 after attending a governors conference. Endorsements from county groups noted. Charles K Pishon endorsed by Maricopa for fair commissioner. R E Merritt of Globe endorsed by Gila for fame warden. Campbell to review state funds before taking office.
The German mark falls below 42 to the British pound with 41,083 marks per pound in Berne on December 7. Stockholm reports the Austrian kronen at 77.20 per pound sterling as the exchange market reacts to wartime pressures.
Kansas City's street railway system halted as car men and some power house workers walk out at 4 am. No cars ran during the morning rush and parts of the residence district lost electric lights as workers press the war labor board wage award.
In Hesse Darmstadt on December 11 the Hessian workmen peasants and soldiers council is dissolved and replaced by the peoples council for the republic of Hesse. The new body will include representatives from all classes, not limited to Socialists.
Copenhagen Dec 1 All but one of the suspected plotters arrested at the Bristol Hotel Monday have been released. The remaining figure is Herr Sack a lawyer charged with forming a student guard and furnishing 5996 rifles for the men in last Friday's disorders.
Boston reports the White Star liner Canopic discharged nearly 1,500 soldiers for demobilization at Camp Devens after disembarking in Boston. New York notes the Calamares with 1,472 navy personnel arriving at quarantine, plus the Guantafia mo and other vessels arriving with troops and mail.
The war department announced further organizations chosen by General Pershing for early demobilization. The list includes the Meteorological Section Signal Corps Batteries A through F, headquarters and supply units of the 48th Coast Artillery, first battalion 814th Pioneer Infantry (Colored), 172nd and 174th regiments, aero squadrons 116th, 361st and 216th trench mortar batteries.
London dispatch reports former German Emperor William Hohenzollern will not provide statements about his efforts to avert World War I. Host Count von Bentinck presented questions. Hohenzollern said he would defer any statements if he might become a defendant and does not wish to compromise any matters of the government as it existed at the war’s outbreak.
The British Admiralty informed Brazil that Brazilian warships are no longer required for patrols in European waters. The vessels have been ordered home.
