The Secretary of State arrived in Rio de Janeiro, proceeding to the capital of Brazil for high level talks. Officials outlined planned engagements with Brazilian authorities to discuss bilateral relations, trade and regional issues during the visit.
Secretary Root arrived from Bahia to Rio de Janeiro greeted by Gen. Rio Branco and civil and military authorities. A royal barge with 80 oars carried the honor guests as German, Argentina, and Brazilian cruisers saluted. A vast crowd of about one hundred thousand cheered as streets were decorated for a Pan American welcome.
William J. Bryan plans to outline his views on the issues for the next Democrats convention in a Madison Square Garden speech on August 30. Bryan announces he will present his conception of the party platform and the key battles to be fought at the upcoming convention.

Near Wellston lightning stunned 20 at a picnic. two may die. In Albermarle County Virginia lightning killed Mrs C G Gray and Christus Gray, shocked Mr Gray and two children, tearing the house apart.
Lieut Clarence England navigating officer of the U S cruiser Chattanooga was wounded by a rifle bullet from a French crew member during target practice off Chefoo China. He died within hours. England, son of J E England of Little Rock Ark, served since 1904 after Annapolis appointment in 1890. The French embassy in Washington conveyed France’s regrets.
A massive conspiracy aimed at the simultaneous seizure of Russia's fortresses Cronstadt Sevastopol and Sveaborg was sprung in Helsingfors. A mutiny by sapper units followed the death of a comrade from alleged ill treatment. Sveaborg's fortress garrison revolted, with only four infantry companies loyal. The firefight persisted throughout the night for twenty five hours.
Civilian revolutionaries seized Skatudden marine barracks and raised the red flag. Loyal troops fired, the fort was captured and retaken by rebels. An elective court martial condemned several officers to death. Wives of duty officers were sent ashore. Red guard launched a train expedition to cut the railroad to stop reinforcements as a general strike spread through city factories.
Washington reports the navy department said the sole outcome of the fatal incident involving Lieut England is an apology from the French warship commander.
Judge K M Landis declares Zion City a trust estate and appoints John G Hately receiver. An election is ordered for September 18 for the Christian Catholic Apostolic church in Zion City to choose a new overseer. Dowie’s compensation will be determined later. The court voids Voliva’s power of attorney conveyance to Granger.
John G. H. Leischman, newly named US ambassador to Turkey, sent the sultan a letter from President Roosevelt about elevating the legation to an embassy. The sultan vows to block the move, giving the incident high importance and hoping to gain glory by thwarting US aims.
New York based JL C Simmons associate editor of the Mexican Herald, published in Mexico City, declares there is no basis for reports of anti American sentiment or a working class movement in Mexico. He emphasizes the stories circulating in the United States are absurd and unfounded.
