State Organization Members Urged Support Constitutional Amendment
James T. Quinn reports at the 13th annual meeting of the New York State Association of Industrial Development Agencies in Saratoga Springs that a constitutional amendment on the November ballot would let governments offer incentives to private investors for industrial, commercial and housing development. Marshall cites five potential programs including tax abatements, rental and mortgage subsidies, land assembly for development, long term below market loans, and public housing involvement. Neal Moylan credits the association with aiding the New York Job Development Authority, noting 19,000 jobs created and 6,300 saved. Harry B. Cotant elected president, succeeding Lynn Sweetland.
