City to Seek State Permit For Refunding
Troy city officials appeared before State Comptroller Frank C Moore in Albany to file for permission to refund 400000 in municipal bonds due next year A similar refunding was allowed last year The city budget hinges on refunding and a permit would avoid large tax increases If denied the budget would change drastically and taxes could rise The move follows a program begun under Mayor Cornelius Burns to ease debt burden within two to three years Albany officials sought a similar refunding but Moore denied their request Some other cities plan a 230000 refunding bond issue arguing prior approval by former comptroller Morris Tremein should bind Moore
