Law Helps Troy and Other Districts Lower Tax Budgets
The 1969 state law allows Troy and neighboring districts to exclude retirement and Social Security payments from budget calculations to stay under tax rate ceilings. Troy can tax up to 1.75 percent of $137 million, with $965,500 excluded, giving nearly $1 million leeway. Cohoes, Schenectady, Rensselaer, and Saratoga Springs reported their exclusions as well.
