County Board of Elections delegates determined inspectors in districts will decide legality of war ballots from soldiers. Attorney General Goldstein earlier ruled plain envelope ballots without proper oath are invalid and not to be counted.
The attorney general cited constitutional and state law basis for voting by the state and noted election boards were not required to refer improperly marked ballot envelopes for inspector review. He said the commission forwarded some ballots to boards for return to voters to fix defects, and that corrected envelopes should be counted if otherwise valid while defective ballots and envelopes remain unopened.
North Tonawanda Mayor Mylsx W. Joyce was convicted by a city court jury of disorderly conduct and public intoxication after a six hour deliberation. The mayor, arrested Aug 27 soon after taking office, showed no comment as the verdict was read and faces potential sentencing on Nov 3.
