An order to raise the age to 16 could follow as soon as 18 months.

James J. Tuffy of Troy argues that the A F L failed to build a broad united labor front in the 1930s and 1940s. He questions John L. Lewis and Green, contrasts their methods with Gompers, and claims divisions hinder democratic labor unity. He cites Philip Murray and the CIO leadership as reasons for representative exclusion from Philadelphia.
