Albany Backing Six Million Disability Insurance Plan

Governor Dewey's administration unveiled legislation to provide disability insurance for about 6,000,000 workers. Assembly Republican leader Lee B. Mailler and Sen. William F. Condon said the measure would be introduced, with funding via employer and employee contributions. Benefits amount to 50 percent of wages for 13 weeks annually, with a weekly cap of 26 dollars and a minimum of 10. The program begins July 1, 1950, and is administered by the Workmen's Compensation Board. Employees contribute 0.5 percent of wages, employer costs exceed employee contributions. The system is designed as self supporting and financed through payroll deductions.

Dewey program measure limits tocmia protections and funding rules

The bill outlines non-occupational disability protection under the Mailer Condon measure with religious charitable and educational bodies exempted but preempted employers and small firms may participate voluntarily. It sets that disability benefits cannot be collected with workers compensation or unemployment benefits, introduces a seven day sickness waiting period, and creates a special fund for disability benefits during unemployment. From 1930 to 1950 both sides pay up to four cents weekly to seed payments starting July 1 1950, with continued funding after 1980 from assessments on self insured employers, insurers and approved welfare plans.
