Plan to adopt merit rating sparks New York debate
Albany reports a heated hearing on unemployment insurance reform with backing for the Falk Gugino merit rating bill. Employers favor a 2.75 percent payroll tax with rebates tied to payroll, business age, and job stability, while Young-Democratic proposals rely on experience ratings. Supporters cite stability and alignment with other states. opponents warn of risk to business and state competition. Legislative action and constitutional amendments on governor and lieutenant governor elections also advance.
