State Loans For School Construction Proposed
Albany UP The Moore committee yesterday proposed constitutional debt limit changes to boost upstate school borrowing and would allow New York City to finance Second Avenue subway construction through a bond issue. The plan calls for state advances to financially pressed districts, funded by a $7 per $1000 full property value levy, with repayment through future debt service.
